The European Commission published on 15 May 2014 a first comprehensive review (COM(2014)279) of the financial regulation agenda as a whole over the past few years.

In response to the financial crisis starting in 2008 the European Commission had committed itself to a fundamental overhaul of the regulatory and supervisory framework of the financial sector. With most financial reform measures now adopted, the review of May 2014 set out how the reforms would deliver a safer and more responsible financial system by enhancing financial stability, deepening the single market for financial services and improving its efficiency whilst improving market integrity and confidence.
