On 23 July 2014 the European Commission adopted the Energy Efficiency Communication. The Communication consisted of an in-depth analysis of the EU's progress towards its 2020 energy efficiency target and an energy efficiency framework for the following years up to 2030. It included an examination of the current and future benefits of energy efficiency for European citizens and the economy. The proposals will be formally discussed by EU Member State governments at the European Council, 23-24 October 2014. The Energy Efficiency Communication was an important follow-up to the 2030 communication on energy and climate change which proposed 2030 targets for greenhouse gas reductions and renewable energy – 40% and at least 30% respectively. The proposals received a mixed reaction from stakeholders. A report published on the 16 September 2014 concluded that fighting climate change would deliver economic growth and employment, further adding pressure on EU leaders to agree an effective carbon reduction package in October. Six Central and Eastern European countries declared on 30 September their opposition to binding targets for renewable energy and energy efficiency. Such decision comes three weeks before the European Council makes a final decision on new climate goals for 2030. On 9 October, members of the Committee of Regions and Covenant of Mayors urged the European Commission to purse bolder, binding 2030 climate targets, and highlighted the role of greater cooperation at the local level, in order to insure greater security of supply, especially in Eastern Europe. |
