The European Parliament's legal affairs committee approved on 16 June 2015 a non-legislative resolution calling for any forthcoming reform of the European Union's copyright law to protect Europe's cultural diversity and citizens' access to it, whilst striking a fair balance between the rights and interests of rightholders and users.

The committee also urged the European Commission to find ways to tackle geoblocking by improving the cross-border accessibility of services and copyrighted content.

The reform of EU's copyright rules was included in the European Commission's overall strategy to build a Digital Single Market.
