On 4 September 2015, the Council of the European Union adopted by unanimity its position on the draft 2016 EU budget. This confirmed a political agreement reached by the Permanent Representatives Committee in July 2015. The European Parliament was expected to decide by the end of October 2015 whether to adopt amendments to the Council's position. If so, the Council's position would serve as a mandate to the Luxembourg presidency for subsequent negotiations during a three-week conciliation period, starting on 29 October 2015. The aim of this conciliation process would be to arrive at a joint position of both institutions on the budget by 18 November 2015 at the latest. |
