At the Foreign Affairs Council meeting, taking place in Brussels on 20 January 2014, the Council of the European Union adopted conclusions on Ukraine.

The Council expressed deep concern about the legislation passed by the Ukrainian Parliament on 16 January 2014 under doubtful procedural circumstances, significantly restricting the Ukrainian citizens' fundamental rights of association, media and the press, and seriously curtailing the activities of civil society organisations.

Similar concerns were expressed by representatives of the Council of Europe and OSCE.
