The European Parliament's special committee on tax rulings held a discussion on 22 September 2015 with finance ministers from Luxembourg, Italy, France, Spain and Germany.

The key conclusions of the meeting were that tax competition as such could not be avoided, while reconising that the system had reached its limits, leading to unwanted side effects. It was agreed that action was needed to harmonise corporate tax practices across the European Union, so as to make tax competition clearer and fairer.
