At the Foreign Affairs Council meeting in Luxembourg, the Council of the European Union on 21 October 2013 adopted conclusions on the Central African Republic. France said on the 21 November 2013 that the Central African Republic was "on the verge of genocide" and it expected the United Nations to give Paris and the African Union permission to intervene. The UN Security Council unanimously backed on the 5 December 2013 a joint African-French force of about 4,800 men to stop violence in the country, which has intensified after rebels ousted President Francois Bozize in March 2013. |
