On the 12 February 2014, the European Commission proposed a key reform to the way the Internet is managed and run. The proposal called for more transparent, accountable and inclusive governance.

The European Commission sought to carve a mediator role for itself in the global debate over the future of internet governance, taking its distance from the US but also from the idea of a United Nations' leadership of the Web, supported by Russia and China.
