Plan to shake up European parliament elections

Article discusses a draft report from Andrew Duff, MEP, on a proposal for a modification of the Act concerning the election of the Members of the European Parliament by direct universal suffrage, that he submitted to the Constitutional Affairs Committee of the European Parliament in May 2010.

Mr Duff’s suggestions are intended to address a steady decline in voter participation that is threatening the legitimacy of the European institutions.
