EurActiv reports that the European Parliament would not hold a vote on José Manuel Barroso's re-appointment as European Commission President at its July 2009 plenary after it emerged on the 1 July 2009 that the liberals and socialists had agreed to wait until the second Irish referendum on the Lisbon Treaty in the autumn of 2009.
