In 2008, the Commission published tha Action Plan for the deployment of ITS in the European Union. This plan forsaw the definition of a mandate for the European standards organisations to develop harmonised standards for ITS implementation, in particular regarding cooperation systems. The ETSI and the CEN were amongst the organisations addressed.

In July 2010, a legal framework (Directive 2010/40/EU) was adopted to accelerate the deployment of ITS across Europe. Linking the vehicle with the transport infrastructure was defined as a priority area. Two European standards organisations - the European Telecoms Standards Institute (ETSI) and the European Committee for Standardisation (CEN) - confirmed on 12 February 2014 that the basis set of standards requested by the European Commission to make connected cars a reality had been fully completed. The norms which they adopted ensure that vehicles made by different manufacturers can communicate with each other.
