Reports of, and external reaction to, the situation in Ukraine covering the 10 and 11 March 2014, with Russia-related forces still controlling the Crimea region and the West trying to force it to de-escalate tensions in the region [for the background to the situation and developments in the previous days see the ESO: Background Information links below]. NATO said on the 10 March 2014 it would start reconnaissance flights over Poland and Romania to monitor the situation in neighbouring Ukraine, where Russian forces have taken control of Crimea. On the same day, EU officials announced that the EU was preparing to impose travel bans, asset freezes and other restrictions on Russia for its failure to de-escalate the crisis in the region. On the 11 March 2014, the European Commission adopted a proposal for temporarily removing customs duties on Ukrainian exports to the EU. Speaking from Rostov-on-Don, Russia, on the same day, Ukraine's former leader Viktor Yanukovych restated his belief that power in Kyiv had been taken by a "band of ultranationalists and neofascists" and that presidential elections set for May 25 would be "absolutely illegitimate and illegal." Also on the 11 March 2014, the Ukrainian parliament warned the Crimean assembly that it would face dissolution if it did not call off the independence referendum due to take place on the 16 March. The regional assembly approved a conditional declaration of independence, ahead of the popular vote. Ukraine's acting President Oleksandr Turchynov said that Russian leaders have been refusing to develop crisis talks, and stated that the country would not intervene militarily in Crimea. Prime Minister Arseniy Yatsenyuk was scheduled to meet President Barack Obama in Washington on the 12 March 2014. In the meantime, German companies were considering how Western European gas could be rerouted to Kiev, should Russia decide to cut supplies. The gas dependency weapon has been seen as an important feature since that start of the Ukrainian crisis. |
