EUObserver reported that the foreign ministers of Belgium, Estonia, Finland, France, Germany, Italy, Latvia, Lithuania, Luxembourg, the Netherlands, Poland and Sweden have criticised the European External Action Service (EEAS) and put forward a series of ideas in an informal three-page paper dated December 2011.

EEAS staff told EUObserver that they do not see the ministers' paper 'in any way as criticism of the EEAS' but rather as 'a useful contribution' on how to do things better.

Following their intervention, the EEAS drafted a 14-page study on how it saw the issues raised.
