During the EU's Council summit on the 27 June 2014, German Chancellor Angela Merkel admitted that the EU's Youth Employment Initiative (YEI), launched a year before, had so far been a failure.

EurActiv reported on the 07 July 2014 that the Swedish government had “locked” €118 million worth of EU money made available for Sweden under the EU’s YEI because it could send the country’s finances above the agreed EU deficit limit.
