Based on the encouraging results of the ICAO Council meeting on the 9 November 2012 – and the constructive engagement of our international partners in the relevant discussions – the EU announced that it was convinced that a global solution for addressing the fast growing aviation emissions from international aviation was within reach at the ICAO Assembly in 2013. As a gesture of good faith the EU announced on the 12 November 2012 that it would 'stop the clock' on the implementation of the international aspects of its ETS aviation by deferring the obligation to surrender emissions allowances from air traffic to and from the EU by one year. This meant that the EU would not require allowances to be surrendered in April 2013 for emissions from such flights during the whole of 2012. The monitoring and reporting obligations would also be deferred for such flights. The obligations relating to all operators' activities within EU would remain intact and compliance with the EU law will be enforced in this respect. |
