A planned cap on first generation biofuels use for 2020 could be increased by 50%, should a Lithuanian proposal be approved at a meeting of EU diplomats on the 29 November 2013, according to EurActiv.

Britain's position set out the financial benefits of an accounting method that would include biofuels towards an overall renewable energy target as well as a sub-target for reducing the emissions of transport fuel. Diplomats said the British biofuel idea was attracting support from several member states, although they did not specify which. Dominant EU power Germany opposes it, they said.
