Francesco Montenegro, the archbishop of the Sicilian archdiocese of Agrigento and Lampedusa, visited Brussels in November 2013 to urge EU representatives to boost their actions on asylum and migration and to 'put the human being first' in their policy initiatives.

In the meantime, Italy's Foreign Minister Emma Bonino said on the 18 November 2013 that Al Qaeda members might be among thousands of migrants crossing the Mediterranean by boat from Africa to Europe, posing a potential security risk for the European Union.
