During a meeting with Romania's prime miniser Dacian Cioloş on 16 February 2016, European Commission president Jean-Claude Juncker stated that the Cooperation and Verification Mechanism (CVM) implemented by the European Union to monitor Romania could be lifted before it does so with Bulgaria's similar mechanism. The European Commission had until this occasion been very reluctant to speak of the possible decoupling of Bulgaria and Romania under the CVM. This mechanism was set up to assist both countries with judiciary matters after their EU accession, as a way to monitors their efforts to improve its law-enforcement systems and to combat corruption. Earlier in the year, an annual report had provided a positive opinion on Romania's progress under the CVM mechanism. |
