Further information: On the future of Europe, Irish Prime Minister Leo Varadkar highlighted that all EU member states would become small states in comparison to the megacities and highly-populated countries of Asia, China and the global South. He urged the EU to democratise the choice for its leading positions and supported a supranational list for the 2019 European Parliament elections. Regarding the EU budget, Mr Varadkar showed his support to the main EU programmes and structural funds. Ireland's Prime Minister also defended the country's controversial corporation tax system, which had been criticised for being a tax haven for large tech companies in Europe. He also urged the United Kingdom not to withdraw from commitments on the Irish border made in the first phase of Brexit negotiations. + Commission refers Ireland to CJEU for failure to recover illegal tax benefits from Apple worth up to €13 billion, October 2017 Following his speech, European Commission President Jean-Claude Juncker shared his wish to see the United Kingdom rejoining the European Union (under Article 49) after the Brexit process is concluded.
