The European Parliament and the Council of the European Union reached an informal agreement on 28 February 2017 regarding a proposal which waived visa requirements for Ukrainian citizens wishing to enjoy short stays in the European Union. The same applied for EU citizens getting into Ukraine.

The proposal was put forward by the European Commission in April 2016. The Parliament's civil liberties committee approved its position in September, followed by the Council in November.
