Background:

The High Level Group on Simplification was launched by the European Commission in June 2015 to identify opportunities to strip cohesion policy rules of unnecessary complexity.

The twelve members of the High Level Group represent national and regional authorities and the private sector. They all have personal experience in dealing with EU funds, as well as fresh ideas to reform the system. The Group's chairman is Siim Kallas.

The discussion on the future of the EU finances was launched following the publication on in March 2017 of the Commission's White Paper on the Future of Europe.

The High Level Group on Simplification presented on 11 July 2017 its final report for a simplified framework for EU funds after 2020.

The need for a simplification for access to EU funds in the budget framework post-2020 was the main message that the Group sought to feed into the discussion on the future of the EU finances which was launched by the European Commission in June 2017 together with a reflection paper.
