The European Parliament's committee on budgets held an extraordinary meeting on 12 January 2017 for the presentation of the High Level Group on Own Resources' final report and recommendations on reforming the European Union's system of own resources. The report also includes a thorough analysis and evaluation of different options for (new) types of own resources.

The High Level Group on Own Resources was established in February 2014 to reflect on find ways to finance the European Union. Its first meeting was held in April 2014. It comprised members designated by the Parliament, the European Commission and the Council of the European Union.

The recommendations build on the group's first assessment report - delierved at the end of 2014 - as well as on an external study and discussions with national parliaments.
