The first meeting of the Cooperation Council under the Partnership and Cooperation Agreement (PCA) between Iraq and the European Union was held on 20 January 2014. The EU delegation was headed by the High Representation for Foreign Policy, while the Iraqi delegation was led by the country's foreign minister.

Both sides reaffirmed the commitment to continue strengthening their relations. The meeting also took stock of progress in the implementation of the EU-Iraq agreement, still under provisional application, and discussed possible areas for future cooperation.
