Preview and reports of the European Council, Brussels, 27-28 June 2013. European leaders agreed on the 27 June 2013 to set aside around €8bn to combat youth unemployment, even as they admitted that the labour market would only sustainably improve once the crisis-hit region returned to growth. Economists have derided the scheme as a public relations exercise, and even the leaders conceded the plan would have little impact unless member states took action themselves. EUObserver reported that the meeting of EU leaders expected to welcome a deal on the seven-year EU budget and to focus on youth unemployment was held up on the 27 June 2013 by Britain's concerns over its rebate. The British Prime Minister vented frustration with Brussels and the institutions in his post-summit press briefing describing how he “defeated” an eleventh-hour attempt to unpick the British rebate. The two-day European summit ended with calls for deeper economic integration among the 17 countries sharing the euro currency. French President François Hollande said a revision of the EU treaty “will be necessary” to harmonise economic policy and complete the euro area with its own budget and “social dimension”. |
