EurActiv reports that staff at the European Union institutions were preparing to go on strike December 2009 in a bitter pay dispute sparked by national governments' decision to block a routine and legally binding salary increase for EU civil servants.

In January 2010 EurActiv reported that the European Commission had decided to take EU member states to the European Court of Justice over their refusal to back the pay rise.

With budget deficits a problem across the EU, member states said the 3.7% increase was too high.
