In its EU Reform Index, Open Europe catalogues the body of 30 potential reform proposals that the United Kingdom might wish to seek in the forthcoming EU negotiations. It seeks to outline where there is divergence of interest in the UK and Europe, around which an EU reform package can be established. It considers five criteria for judging EU reforms – achievability in Europe, whether treaty change is required, UK public priority, UK business priority and MPs’ priority – and suggests that David Cameron has a good chance of negotiating reforms including changes to EU migrants’ eligibility for in-work benefits, safeguards for non-Eurozone members of the single market and a ‘red card’ for national parliaments to block EU proposals. |
