Article reports that José Manuel Barroso, the European Commission President, and Herman Van Rompuy, the European Council President have drafted proposals for a 'pact for competitiveness' among eurozone economies in an effort to soothe disagreements over a German-backed scheme to shore up Europe’s economies that had been discussed earlier in February 2011.

Instead of a pact co-ordinated by national capitals, as Germany proposed, implementation of the new plan would be judged by the European Commission – a concession to smaller member states that were angered by Berlin’s tactics.
