EU needs a permanent president

Feature discusses the need in the European Union for a permanent form of European Council President to replace the system of six monthly Presidencies.

If the Treaty of Lisbon comes into force this will happen. Tony Blair had been suggested by some as a possible candidate, although others were opposed to this. This article suggests German Chancellor Angela Merkel.
