Continuing reports of the political and territorial crisis in Ukraine during 2014. These reports cover the period in the second half of June 2014. EUObserver reported on the 18 June 2014 that the EU was discussing a proposal to send security experts to Ukraine. If the plan was accepted EU countries would send 'civilian' police and security experts to help overhaul Ukraine’s interior ministry forces. The EU was still hoping to sign a trade agreement with Ukraine on the 27 June 2014. The Council of the European Union announced on the 23 June that that the technical preparations for signing the Association Agreement with Ukraine have been finalised. The UN's Office of the High Commissioner for Human Rights (OHCHR) issued on the 1 June 2014 the human rights situation in Ukraine. United Nations monitors reported that armed separatists had used killings, abductions and torture to instil a 'climate of intimidation and fear' in eastern Ukraine. OHCHR urged all armed groups to put down their weapons, end the violence and begin the process of long-term reconciliation. BBC News reported on the 18 June 2014 that Ukraine's President Petro Poroshenko had set out proposals for a peace plan for eastern Ukraine involving a unilateral ceasefire by government forces. These plans were further elaborated by President Poroshenko on the 20 June 2014. The plan demanded the disarmament of rebels in the east, in return for the decentralization of power in Ukraine through constitutional reform. |
