Article reports increasing fears by diplomats and commentators, November 2009, that the European Union’s ambitions to increase its global influence with a new president and foreign policy chief risk being deflated by an appointment system emphasising horse-trading at the expense of strong candidates.

A majority of the EU’s 27 national leaders are deeply uncomfortable with the idea that the bloc’s first full-time president might overshadow them – diminishing the status of national governments in the process.
