EU diplomats: ‘It’s now or never’ to agree the EU budget

European Council President Herman van Rompuy invited the EU's heads of state or government to a European Council Summit meeting in Brussels on 7 and 8 February 2013. The main purpose was to agree on the next Multiannual Financial Framework (MFF) for the period 2014-2020.
