The Council of the European Union's Permanent Representatives Committee agreed on 20 July 2016 its position on the 2017 EU draft budget, before it started negotiations with the European Parliament.

The Council's position amounts to €156.38 billion in commitments and €133.79 billion in payments. It was also made clear that more than ever the budget should be focused on challenges ahead, such as security or migration crisis.

The European Commission released its proposal for the budget in June.
