Failure to agree a new charter would represent a particular setback to Recep Tayyip Erdogan, Turkey’s prime minister, who campaigned on the promise of a new constitution when securing a resounding re-election in 2011. He wanted it to boost the powers of the presidency – a post to which he was widely believed to aspire.
