Further information: The review allows for an additional €3.7 billion to be earmarked for projects addressing the long-term economic needs of refugees, migrants and host and transit communities, and providing a strategic response to the root causes of migration. The agreements includes the release of €3 billion kept in reserve as part of the EIB's €30 billion budget for 'external' operations for the 2014-2020 period and the provision of an additional €2.3 billion for that period, under a mandate for private sector lending for projects addressing the root causes of migration. Background information: The proposal amending Decision No 466/2014/EU granting an EU guarantee to the European Investment Bank against losses under financing operations supporting investment projects outside the Union was adopted by the European Commission in September 2016. The agreement between the Council of the European Union and the European Parliament was reached on 29 November 2017. The Council of the European Union's Committee of Permanent Representatives (Coreper) endorsed on 1 December 2017 an agreement with the remaining EU institutions on a mid-term review of the EIB's external lending. The decision and regulation were formally adopted by the Council on 27 February 2018. |
