The ESPN Flash Reports are produced by the European Social Policy Network (ESPN) established in 2014 to provide the European Commission with independent information, analysis and expertise on social policies. Several Dutch municipalities have announced plans to experiment with a basic income (for social assistance recipients only). This seems to stem from frustration with the excess of rules and sanctions applying to this group. The idea is that the purpose of the law is better and faster achieved if people are less burdened by unnecessary rules.
