The European Parliament's plenary session approved on 27 April 2017 a resolution granting 'discharge' approval for the European Commission's spending of the funds provided by the 2015 annual budget. Parliament's management of its own budget in 2015 was also approved. However, the Parliament decided to postpone approving spending by the Council of the European Union and the European Council. This happened for the seventh consecutive year, following a recommendation by the Parliament's budgetary control committee due to the Councils' failure to cooperate by supplying the figures it needed to assess spending. The European Commission put forward its accounts for 2015 in July 2016. The Council of the European Union adopted a recommendation on the Commission's discharge procedure in February 2017.
