Reports of, and external reaction to, the situation in Ukraine covering the 4 and 5 March 2014 after Russia had taken effective control of the Crimea region within Ukraine ostensibly to protect its citizens and interests. Intensive diplomatic efforts between the US, the EU, various EU Member States, the Ukrainian authorities, NATO, the Council of Europe and the OSCE continued to find a peaceful solution to the conflict. A meeting of the NATO-Russia Council took place on the 5 March 2014 at NATO HQ, Brussels. The foreign ministers of the US and certain EU states met their Russian counterpart Sergei Lavrov in the margins of a meeting on Lebanon in Paris on the 5 March 2014. Euronews and other news sources reported that no agreement emerged from these meetings but all sides agreed to meet again in the coming days and to resolve the tensions through dialogue. A hastily organised European Council summit of heads of stage and government of EU Member States was due to meet in Brussels on the 6 March 2014 (see separate record in ESO), with the acting foreign minister of Ukraine in attendance. The UK Foreign Secretary William Hague, US Secretary of State John Kerry and the interim Foreign Minister of Ukraine, Andriy Deshchytsia, met in Paris on the 5 March 2014 as parties to the 1994 Budapest memorandum. The memorandum committed those countries (and Russia) to 'refrain from the threat or use of force against the territorial integrity or political independence of Ukraine' in return for Ukraine giving up its nuclear weapons. Russian Foreign Minister, Sergey Lavrov, was invited to the meeting but did not attend. |
