The Greek Prime Minister Alexis Tsipras committed at the Euro Summit in Brussels on the 7 July 2015 to present a new request for financial assistance from the European Stability Mechanism. He also was expected to submit proposals for a comprehensive and specific reform agenda for Greece by 9 July 2015. Only then would Greece's creditors consider responding with a set of proposals to ensure that Greece could remain within the eurozone by securing a new financial assistance programme. The question of whether a form of debt restructuring should form a key part of such a programme was a major political question for all parties. IMF head Christine Lagarde stressed this dimension in comments made on the 8 July 2015 in the US. European Council President Donald Tusk Realistic tweeted on the 9 July 2015 that a 'proposal from Athens needs to be matched by realistic proposal from creditors on debt sustainability to create win-win situation'. Greek Finance Minister’s Euclid Tsakalotos sent a letter to the chairperson and managing director or the European Stability Mechanism on the 8 July 2015 formally requesting stability support.
