The Greek Prime Minister Alexis Tsipras committed at the Euro Summit in Brussels on the 7 July 2015 to present a new request for financial assistance from the European Stability Mechanism. He also was expected to submit proposals for a comprehensive and specific reform agenda for Greece by 9 July 2015.

Only then would Greece's creditors consider responding with a set of proposals to ensure that Greece could remain within the eurozone by securing a new financial assistance programme. The question of whether a form of debt restructuring should form a key part of such a programme was a major political question for all parties. IMF head Christine Lagarde stressed this dimension in comments made on the 8 July 2015 in the US.

European Council President Donald Tusk Realistic tweeted on the 9 July 2015 that a 'proposal from Athens needs to be matched by realistic proposal from creditors on debt sustainability to create win-win situation'.

Greek Finance Minister’s Euclid Tsakalotos sent a letter to the chairperson and managing director or the European Stability Mechanism on the 8 July 2015 formally requesting stability support.

These proposals would then be discussed at a further Eurogroup meeting on the 11 July 2015, and a specially convened European Council in Brussels on the 12 July 2015.

The Greek government sent to Brussels on the late evening of 9 July 2015 a set of proposals it hoped would form the basis of an agreement for a new bailout with lenders. The same proposals were also submitted to the Greek Parliament, which was due to vote on them on the 10 July 2015.

News sources suggested that the proposals aimed to save around €13bn, far more severe than the package of €8bn of spending cuts and tax rises which had been in the proposal rejected by the Greek people in the referendum of 5 July 2015.
