The Council of the European Union's permanent representatives committee endorsed on 30 November 2016 an informal agreement reached with the European Parliament as regards a draft proposal from the European Commission on combating terrorism. The draft directive strengthens the EU's legal framework in preventing terrorist attacks by criminalising acts such as receiving training for terrorism and travel for terrorist purposes, as well as organising or facilitating such travel. It also reinforces the rights for the victims of terrorism. The proposal was released by the Commission in December 2015. The Council agreed on its initial negotiating position in March 2016 and the informal agreement with the Parliament was reached on 17 November. |
