The Council of the European Union's Permanent Representatives Committee reached on 17 November 2016 an agreement on the Council's negotiating position regarding visa liberalisation for Ukraine.

The committee endorsed the proposal from the European Commission to allow visa-free travel for both EU citizens and Ukrainian nationals into both territories, for a period of stay of 90 days in any 180-day period. The European Parliament's civil liberties committee had already approved the proposal.

Visa liberalisation was on the agenda of the EU-Ukraine Summit meeting planned for 24 November 2016 in Brussels.
