Background information: The process to sign, ratify and subsequently implement the full terms of the Association Agreement between Ukraine and the European Union had been a long and tortuous one affected by internal conflict within Ukraine, Russian sensitivity and the difficulties by the Netherlands in getting the Agreement ratified by the Dutch parliament. The political provisions of the Association Agreement had been originally signed on the 21 March 2014, the economic provisions on the 27 June 2014. By 2017 most of the Association Agreement was already operational. Many political and sectoral parts of the agreement had been provisionally applied since 1 September 2014, while its trade part, the deep and comprehensive free trade area (DCFTA), had been provisionally applied since 1 January 2016. The conclusion and entry into force of the agreement on the 1 September 2017 aimed to give a new impetus to the cooperation in areas such as foreign and security policy, justice, freedom and security (including migration) taxation, public finance management, science and technology, education and information society. This was the final step of the ratification process through which the EU and Ukraine committed to a close, long-term relationship in all main policy areas. It would allow the full implementation of the agreement as of 1 September 2017. |
