Communication on ‘A renewed EU Industrial Policy Strategy’

This Communication outlines the main direction and priorities of a comprehensive industrial policy strategy. It provides a point of reference and enables a more coherent approach in the way policies, regulations and financial programmes are designed, developed and implemented.

The renewed Strategy arose from the need to strengthen the industry's ability to continuously adapt and innovate by facilitating investment in new technologies and embracing changes brought on by increased digitisation and the transition to a low-carbon and more circular economy.

The main initiatives involved in this Strategy include:

+ Legislative package to reinforce industry's cybersecurity;
+ Regulation on the free flow of non-personal data for a common European data space;
+ New wave of actions relating to Circular Economy;
+ Initiatives to modernise the Intellectual Property Framework;
+ Initiative to improving the functioning of public procurement in the European Union;
+ Extetension of the Skills Agenda to new key industry sectors;
+ Strategy on sustainable finance;
+ Initiatives on the EU's trade policy and a framework for screening foreign direct investments;
+ Revised list of critical raw materials;
+ Proposals for clean, competitive and connected mobility.

These horizontal policies that concern all industries are complemented by a number of specific policies for strategic sectors.

Background information:

This Communication was announced during the annual State of the Union address.

The European Commission published on 13 September 2017 a Communication on its renewed Industrial Policy Strategy. It provides the framework for a set of specific legislative initiatives.

The Council of the European Union adopted conclusions on this Strategy on 30 November 2017.
