On 8 December 2016, the European Commission resolved to act against 7 Member States (Czech Republic, Germany, Greece, Lithuania, Luxembourg, Spain and the United Kingdom) on the grounds that they had failed to comply with their obligations under EU vehicle type approval legislation. These obligations revolved around the setting up of penalties systems to discourage car manufacturers from violating car emissions legislation, and the application of such sanctions where a breach of law had occurred.
The European Commission decided to take further action on the grounds that they had disregarded EU vehicle type approval rules.
