At the European Council, Brussels, 23-24 June 2011 the EU decided to reform the Schengen passport-free travel area. an effective and reliable monitoring and evaluation system would be established. Countries in the EU's Schengen open border zone would be able to reimpose restrictions to prevent an influx of migrants in exceptional circumstances.
