The Council of the European Union formally adopted on 17 October 2016 the reform of domestic rail passenger markets. It aims to open up those markets across the member states and to create fairer conditions for train companies in terms of non-discriminatory access to the network. The European Commission published its proposal to reform railways services in the European Union in January 2013. The European Parliament adopted its position in February 2014 and the Council did so in October 2015. An informal agreement on a compromise text was reached in April 2016. The Parliament still needed to provide its formal endorsement before it was fully adopted and published in the EU Official Journal. |
