The European Union's High Representative for Foreign Affairs and Security Policy, Federica Mogherini, started work in 2015 on the institution’s new Global Strategy with a view to completing it by June 2016. The European Leadership Network (ELN) said it would actively look to contribute to the new strategy’s development. As part of that, the ELN asked several European experts to give views on what the new strategy’s priorities should be. This is what they had to say: + The EU Global Strategy: Going beyond 'Aussitzen' by Dominik P Jankowski Dominik Jankowski, of Poland's Ministry of Foreign Affairs, urges the European Union to stop kicking the can down the road and to develop an effective Global Strategy. This strategy should be based on five pillars: stabilising Europe's neighbourhood, strengthening defence, elevating the transatlantic partnership, developing a strategic partnership with Asia, and shaping the cyber agenda. + The Place of Security in the EU's new Global Strategy by Claudia Major and Christian Mölling Claudia Major and Christian Mölling, both of the German Institute for International and Security Affairs (SWP), argue that the EU's Global Strategy should adopt a three-pronged approach of deterrence, resilience, and defence to deal with new challenges and ongoing risks and threats. + An EU Global Strategy: Developing the 'will to power' by James Rogers James Rogers, of the Baltic Defence College, writes that the EU's Global Strategy needs to be short, succinct and assertive, not a long-winded, reactive and virtuous technocratic paper. The Global Strategy must contribute to, and reflect, a comprehensive 'will to power' on the part of Brussels and Member States. |
