The European Parliament's Foreign Affairs, Development and Budget committees suggested on 24 April 2017 a set of changed to a draft porposal putting forward operating rules for the European Fund for Sustainable Development (EFSD). The EFSD is part of the External Investment Plan (EIP) and proposes to mobilise EU grants to catalyse investment from public and private sources to tackle the root causes of migration in the European neighbourhood and Africa, while helping to achieve the 2030 Agenda Sustainable Development Goals. It is also in line with the Migration Partnership Framework. The proposal on the EFD operational regulation was put forward by the European Commission in September 2016. The Council of the European Union adopted its negotiating position in December. |
