The European Commission released on 30 November 2016 a package of measures relating to its energy policy. The outlined proposals were published in the framework of the clean energy transition and the changes it has encouraged in the global energy markets. The proposals comprise: + proposals updating the Energy Efficiency Directive and the Energy Performance of Buildings Directive; + the launch of an initiative on smart finance for smart buildings; + Updates on the Ecodesign policy, as well as on energy labelling; + Establishing a regulatory framework for clean energy through the Renewable Energy Directive, together with the proposals on the New Electricity Market Design and governance; + Tackling energy poverty. This 'Winter Package' was published as part of the climate and energy framework agreed by the European Council in October 2014, setting targets for the European Union by 2030. The Paris Agreement adds to this strategy, so that achieving the targets of the framework fulfills the propose of the international agreement. Other parts of the framework had already been adressed by the Commission, such as the reform the EU Emission Trading System (ETS) in 2015 and the proposals for accelerating the low-carbon transition in the other sectors of the European economy released during the summer of 2016. |
