The European Parliament's plenary session adopted on 19 January 2017 a report setting out recommendations for a legislative proposal on the 'European Pillar of Social Rights'. The text calls on the European Commission to propose rules on decent working conditions applying to all forms of employment and on the member states to enforce labour standards more effectively. It also proposes the introduction of an EU social security card. The Parliament also urges the introduction of minimum standards proper learning, training and decent working conditions for interns, trainees and apprentices. Zero-hour contracts should not be allowed. The European Pillar of Social Rights was announced during the State of the Union speech in September 2015. In March 2016, the Commission launched a consultation on the same topic. |
