The 'Education and Training Monitor 2013' is a tool that will prove invaluable in facilitating decision-makers across Europe to reform their education systems, guaranteeing high-quality and equitable education and training for all citizens. Education and training are a source of future growth and employment and are becoming key success factors for the Europe 2020 strategy. The Education and Training Monitor is an instrument to foster and encourage evidence-based policy making. It is an annual report that illustrates, in a succinct document, the evolution of education and training systems across Europe. It takes into account a variety of benchmarks and indicators, as well as recent studies and policy developments.According to the 2013 Education and Training Monitor, released on 30 October 2013 by the European Commission, sixteen member states decreased their spending on education for the period 2008-2011, with six showing further significant budget decreases when compared to the previous year. The monitor confirms a fall in the employment rate of recent graduates with at least an upper secondary education qualification. While the employment advantage of a university degree is still evident in all member states, one in five of the European Union working population with tertiary qualifications are in jobs that usually require lower qualifications. |
